Albany & New York, NY. Nixon Peabody LLP continues to expand its Healthcare practice with the addition of partner Whitney Phelps, who provides strategic guidance to healthcare stakeholders with a focus on transactional and regulatory matters.
Based in the firm’s Albany and New York City offices, Whitney has particular experience in health coverage and benefits. This includes managed care, such as Medicaid and Medicare Advantage, and value-based contracting between providers, intermediaries, and payers. She advises clients on a broad range of complex healthcare transactions and regulatory matters relating to physician practices, hospital systems, home care, management service organizations, behavioral health, health benefits, and risk contracting. She also assists self-insured and multi-employer plans, including Taft-Hartley plans, with RFPs and contract negotiations related to various health and pharmacy benefits.

Whitney works with clients to skillfully negotiate complex joint ventures and other transactions, with special attention to New York regulatory compliance. She also has extensive experience in representing healthcare entities before the New York State Executive Branch, including with respect to shaping healthcare policy and Medicaid redesign, as well as laws and regulations that impact regulated healthcare entities in New York.
