Aaron Goldman represents large scale real estate developers and municipalities with respect to environmental due diligence during real estate transactions, focusing on environmental review of development projects, remediation of sensitive sites, land use issues, and regulatory compliance.
My experience includes site remediation, environmental permitting, regulatory compliance, due diligence, defense of administrative violations, and environmental support in transactions. I work with property owners and environmental consultants on complex New York State Brownfield Cleanup Program (NYS BCP) projects, guiding developers through renewable energy permitting, and assisting clients with building-systems environmental issues such as lead-based paint and water treatment systems. This work involves remediation and redevelopment projects, including review of all NYS BCP submittals and collaboration with NYS DEC counsel on complex site. Previously, I practiced environmental law at a boutique New York City environmental law firm and before that as an environmental assistant city attorney. During this time, I tried cases to verdict and worked on projects involving the National Environmental Policy Act and Clean Water Act Section 404 dredge-and-fill permitting, utility siting agreements, water infrastructure connection agreements, and real estate acquisitions with associated due diligence.
This year will see a significant rise in regulatory hurdles and enforcement for landlords, property managers, and condominium associations in New York City associated with carbon emission caps (Local Law 97) and lead-based paint controls (Local Laws 1, 111, 123, 127). Proactive members of the regulated community can minimize legal exposure when navigating this challenging regulatory environment through careful analyses of their portfolios and tailored responses to issues.
