Philip Rosenberg represents all types of healthcare providers, including hospitals, health networks, nursing homes, home healthcare agencies, medical transportation companies, physician practices, individual professionals, assisted living providers, alcohol and substance abuse providers as well as industry-wide trade associations.
My practice involves representing healthcare providers in a range of regulatory, transactional and litigation matters, with a particular emphasis on reimbursement, compliance, fraud and abuse, licensure, network formation and provider affiliation, managed care contracting and tax exemption issues.
I regularly work with, and appear before, the New York State Department of Health, the New York State Office of Medicaid Inspector General, the New York State Office of Attorney General, the New York State Office for People with Developmental Disabilities, the New York State Justice Center, the United States Centers for Medicaid & Medicare Services and the Office of Inspector General at the United States Department of Health and Human Services.
The healthcare industry system in New York State continues to experience significant changes, with new hospital mergers and consolidations, more physician-hospital affiliations, the expansion of Medicaid managed care and the growth of community-based mental health services.

Philip is a past chair of the Health Law Section of the New York State Bar Association, and a member of the American Bar Association, the American Health Lawyers Association, and the New York State Bar Association.
Philip is a frequent lecturer to local, state, and national businesses and trade associations. He is a former adjunct professor at Union College and taught at the State University of New York—Albany and the College of St. Rose. He has published dozens of articles on reimbursement, licensure, fraud and abuse, managed care, and employment law topics.
