Introduction
Scott Singer focuses on project finance and public-private partnerships. He has been actively involved with domestic and international infrastructure projects in a variety of industries, including energy, waste management, water and wastewater, transportation, healthcare, education, and sports and entertainment. Mr. Singer has represented numerous developers, lenders, and governmental entities in the development, contracting, and financing of complex projects.
Representative experience
- Stadium projects—Represented New York City on the development, financing, and refinancing of baseball stadiums for the New York Yankees and the New York Mets. The initial financings were jointly named by the Bond Buyer as Deal of the Year, and the Yankee Stadium financing was named Project Finance Magazine’s North American Leisure Deal of the Year.
- NJ Renewable natural gas—Represented the developer on the development and financing of a food waste-to-renewable natural gas (RNG) project in New Jersey. The project is expected to process food waste from the New York City metropolitan area and was awarded the 2024 Energy Vision Leadership Award as one of the nation’s largest food waste-to-RNG projects.
- Renewable natural gas—Represent several developers and lenders on the development, financing, construction, and operation of facilities across the United States that process organic waste and generate renewable natural gas.
- US Department of Energy—Represent the US Department of Energy on the financing of energy projects.
- New York Green Bank—Represent the Green Bank with respect to the financing of renewable energy and energy-efficiency projects, as well as the development of RFP materials.
- Multistate charter school portfolio financings—Represented investment bankers on several financings involving portfolios of charter schools throughout the United States.
- College housing—Represented investment bankers on social infrastructure projects throughout the United States involving private entities financing, constructing, and operating housing projects for colleges
- Water acquisition—Represented a private equity firm on the acquisition of the United States water business of an international water company The acquired business serves water and wastewater clients in many states throughout the country.
- Goethals Bridge—Represented financing parties in connection with the financing of the Goethals Bridge P3 Project. The replacement bridge connects New York and New Jersey. This project was named P3 Bulletin’s Grand Prix Winner and Best Road/Bridge/Tunnel Project of the Year.
- Energy acquisition—Represented an energy company on its acquisition of two energy facilities in Florida.
- Methanol facility—Represented investment bank in connection with the financing of a $1.75 billion methanol facility in Texas.
- Fertilizer project—Represented investment bank on a project financing for a $1.8 billion nitrogen-based fertilizer production plant in Iowa. This project was named by Smith’s Research & Gradings as Deal of the Year and by Project Finance Magazine as North American Petrochemicals Deal of the Year.
- Paper recycling facilities—Represented investment bankers in connection with the financing of multiple paper recycling facilities throughout the United States.
- Proton cancer treatment facilities—Represented various clients on project financings for proton cancer treatment facilities in Georgia, New Jersey, Maryland, and Washington. Proton therapy is a form of radiation therapy that uses accelerated particles (protons) to treat cancerous tumors.
- Seawater desalination facility—Represented contractor and operator on the development and financing of a large-scale seawater desalination project
- Water projects—Represented a developer with respect to several water and wastewater public private partnership transactions.
