Washington, DC. Nixon Peabody LLP is pleased to welcome counsel Maxwell Multer to the firm’s Project Finance & Public Finance practice, where he will represent clients in energy-related regulatory, transactional, and enforcement matters. Maxwell regularly practices before the Federal Energy Regulatory Commission (FERC), state utility commissions, and other regulatory authorities.
Maxwell joins Nixon Peabody from another international law firm, having previously served as in-house counsel with a regulated electric and natural gas combination utility and its unregulated affiliate. Prior to that, he was a FERC enforcement attorney, where he managed and supported a variety of investigations in the electric, natural gas, and hydroelectric industries nationwide, from inception through litigation in federal court. He is based in Nixon Peabody’s Washington, DC office.

Maxwell’s experience includes representations related to acquisitions, sponsorships, rate cases, project developments and redevelopments, state and federal incentive programs, transmission and distribution interconnections, ISO/RTO matters, and other regulatory issues. With the energy transition in full swing, Maxwell draws on insights regarding the regulated utility business model, utility ratemaking and tariff design, and the practical interplay between federal and state regulation of energy to help clients move forward with confidence.

Maxwell earned his JD, cum laude, from University of North Carolina School of Law and his BS, magna cum laude, from North Carolina State University.
